Senior/Specialist Database Manager

Fixed term 2-year contract on post grade D1 with annual base salary between R560,737 and R841,107 if full compliance to job requirements. Benefits include pension and medical aid contributions, 21 days annual leave, plus maternity and study leave, and financial assistance for formal studies.

Key Responsibilities
Provide leadership, technical support and skills transfer on DHIS database development, configuration, management and maintenance to strengthen and optimise health information monitoring and evaluation systems.

Lead and integrate business processes on a technical level, analyse data requirements and identify required components/elements to be structured in a multi-relationship environment within an existing or new entity.

Lead platform upgrades, improvements and implementation by supervising system programming. Ensure security of the database. Report on performance and progress.

Job Requirements

  • Relevant Health or IT related tertiary qualification.
  • Strong sense of self-guided focus with attention to detail, while working in a very fast-paced environment.
  • Strong English writing skills and ability to communicate clearly and efficiently in email correspondence.
  • Must be willing to work flexible working hours and to travel.
  • Must have a valid driver’s license.

Experience and skills

  • Minimum 2 years experience with DHIS.
  • Data scientist/specialist related experience.
  • Advanced skills in PostgreSQL, relational databases, spreadsheets and MS Access.
  • Proficient understanding of web markup, including HTML5, CSS3, RESTful state API experience.
  • Technical writing ability, as well as knowledge of statistical data analysis.
  • Knowledge / skills in ETL tools (Pentaho), and webAPI.
  • Experience working with NGOs and Ministries of Health.

Human Resources for Health (HRH) Programme Director

Key Responsibilities

The primary objective of this position is to provide overall technical direction and management for HISP- SA’s HRH initiatives consisting of multiple projects and sub-projects and large scale multi-faceted programmes. This is a senior management position within the organisation and the individual will be expected to develop strategies and direct resources to achieve the objectives and products under those strategies. The Programme Director will have overall operational and management responsibility of various programmes and projects and be expected to oversee implementation according to donor contracts and planned timelines. He/she will oversee all relevant HRH staff and contractors to ensure project activities and agreements are executed and implemented as planned.

Job Requirements

  • Master’s degree in public health, human resources, organisational development/psychology, health information systems, business administration or another related field
  • Professional registration with a relevant management body
  • High degree of computer literacy, including confidence in MS Office and Windows
  • Valid driver’s license and willingness to travel extensively within SA and occasionally abroad.

Experience

  • At least 15 years’ experience in HRH or related projects, with 10 of those years in senior management positions leading projects/programmes.
  • Extensive exposure to health information systems and related programming.
  • Experience conceptualising and overseeing implementation of large-scale HRH projects.
  • Experience with a variety of donors ranging from USAID and CDC to DFID, GIZ, etc.
  • Experience working with the South African National and Provincial Departments of Health
  • Proven track record in technical project management and people management.
  • Demonstrated international credibility as a global HRH thought leader
